Cllr Mollie Groom was absent; she sent a written report which was read out.     052    Apologies for Absence     Apologies were received from Cllr Matt Nailon.   053    Declarations of Interest     There were no declarations of interest in items on this agenda.   054    Minutes     The minutes of the meeting held on Monday 10th October 2016 were adopted by the Council, and duly signed by the Chairman.    055    Planning The Council noted the following Planning Decisions made by Wiltshire Council since the last meeting. There were no Planning decisions made by Wiltshire Council that affected the Parish of Broad Town in the last month.   The Council considered the following Planning Applications received from Wiltshire Council since the last meeting. There were no Planning Applications submitted to Wiltshire Council that affect the Parish of Broad Town in the last month.   056    Training / Conference Fees     The Clerk recently attended the Society of Local Council Clerks (SLCC) Annual National Conference.  This three day event, held in Leicestershire cost £264.00 which the Clerk financed personally.  It was suggested by Lydiard Millicent Parish Council that the fee should be split as follows:                 Lydiard Millicent        £132.00                 Little Somerford         £ 66.00                 Broad Town             £ 66.00     Discussion as to whether Budget would allow for this expenditure.  Employment of new Clerk has caused extra expenditure.       RESOLVED to defer this matter to a later date when finances can be looked at more closely.   057    Finance     RESOLVED to authorise payment of the following accounts:              It was confirmed that all cheques must be signed by two Councillors.  Current Cheque Signatories for the bank account are:  Cllrs Simon Billis, Ray Bourton, Veronica Stubbings.   058    Highways Matters     Grips still awaiting attention from the Parish Steward;  a new name sign is needed at the North end of the village, these will be reported to Wiltshire Council.       Discussion held about safe driving through the village.  Wiltshire Council advise that safety will be enhanced with some form of traffic management but residents do not wish for any Street Lighting to be placed around the village, which may be needed for some types of traffic management.  The first step is for a Wiltshire Council Highway Engineer to carry out a survey of the area, to analyse which scheme would be best suited.  It is thought “build outs” will be most suitable as they do not require overhead lighting and have been successful in nearby parishes.       RESOLVED that Cllr Stubbings report back to the CAT-G that Broad Town Parish Council would support a survey being carried out.  It is understood the Parish Council will be required to pay 25% of the cost of this project.  A decision can not be made on advancing the project until full costs are known.     059    NEW-V Neighbourhood Plan     Wiltshire Council had requested that another, specifically worded, resolution be made allowing some parishes to leave the NEW-V group.  Members requested more time to compare the wording of the original resolution, made in July, to the one now be requested.       RESOLVED to defer this decision to a later date.  If this decision is required urgently, an Extra-Ordinary meeting will be called by the Chairman.  Members wished it noted that this deferment does not affect their commitment to the NEW-V Neighbourhood Plan, which they fully support.  060    Housing Survey Results     Answers from the recent Housing Survey have been collated, Cllr Billis read out a statement questioning the validity of the survey.  No other Councillor held this view, and general discussion took place, as to background of survey and the initial results.  The previous evidence collected for the NEW-V Neighbourhood Plan in the same way has been deemed robust enough by Wiltshire Council.         RESOLVED that due to the heated debate, there was not enough time to look at the results in a meaningful way.  This will be carried out at a later date by members of the Parish Council and the results will be published on the Broad Town Village website when they are adopted by the Council.   061    Relationship with the Community Led Planning Group (CLPG)       The CLPG was originally set up to help the Parish Council gather information for the Community Area Neighbourhood Plan.  This Plan is a pilot set up by Wiltshire Council at the request of the Department for Communities and Local Government.  Increasingly the CLPG have become more difficult to work with; this manifests itself in constant mistrust from both sides.       Discussions included : Is the CLPG interested in a Neighbourhood Plan Does the CLPG have the support of  residents Will the Housing Survey be accepted Work of Lorraine Billis was noted.  She has worked tirelessly for the NEW-V project, and Councillors thanked her for this dedication. Concern that CLPG are causing a split in the village - Cllr Billis confirmed that No member of the Parish Council is allowed to attend the CLPG meeting and speak, even though they are residents of the Parish.  They can request to sit as an observer.   Cllr Billis attends CLPG meetings regularly and speaks, others are not allowed despite also being residents. Is the CLPG still needed within the Parish, or is there a need for movement in a different direction       RESOLVED that the Clerk write to the CLPG requesting answers to two questions: Does the CLPG commit to the NEW-V process Will the CLPG accept the findings of the Housing Survey, and support the Parish Council in this process?     The Clerk should request written statements from the CLPG committee regarding the above questions and for the response to go forward to the Council meeting in December.            062    Village Newsletter     Cllr Simon Billis will write an article for this months Newsletter.   063    Councillors Observations and Items for Next Meeting     It was noted that the grass around the edge of the Play Area needs cutting.  The Clerk was asked to investigate the finances for the Play Area, concern has been raised that s106 monies have been used to pay VAT.         CSW:  Speed Indicator Devices can be used to collect data as well as a useful tool to show drivers their speed.  Wiltshire Council no longer use these devices, they can be purchased at approximately £1,400 or they can be hired on a weekly basis.  This equipment may be useful for monitoring speed on the main road before and after any traffic management programme is commenced.         It was suggested that due to the recent very negative and destructive e-mails sent to some Councillors that all correspondence should be addressed to the Clerk and can then be forwarded to all Councillors.  In this way making sure that everyone is given the same information and not left out of any discussions.  The e-mail address of the clerk to the Council is:  clerk.BroadTown@gmail.com.       The next meeting of Broad Town Parish Council is scheduled for Monday 12th December  2016, at 6.30pm in Broad Town Village Hall.   The meeting closed at 8.16pm.   ……………………….. Cllr Mollie Groom was absent.   030    Apologies for Absence     Apologies were received from Cllrs Simon Billis and Matt Nailon.   031    Declarations of Interest     There were no declarations of interest in items on this agenda.   032    Minutes     The minutes of the meeting held on Monday 8th August 2016 were adopted by the Council, and duly signed by the Chairman.  It was noted the date on the minutes stated 11th August, this was amended to reflect the correct date.   033    Clerks Report     The Clerk attended the recent CLP Group meeting.  It was very informative, and has been suggested this contact should be continued.   034    Planning The Council noted the following Planning Decisions made by Wiltshire Council since the last meeting.   There were no decisions made this month affecting Broad Town   The Council considered the following Planning Applications received from Wiltshire Council since the last meeting.   16/07023/FUL Manor Farm, Broad Town                  New Stable Building             Discussion about height of building.             RESOLVED to send No Objections to the Planning Department.     16/06225/FUL  13 Broad Town Road, Broad Town Amendment to Planning Permission 15/09474/FUL to allow for redesign of approved barn unit.   This site is already registered with the Enforcement Officer, due to changes from the original permission.   RESOLVED to send objections to the Planning Department on the following points:  The building being erected now is not what was agreed; it is far larger than originally requested.  Due to this increase in size it is likely to be a conspicuous building too close to the road.  It is not in keeping with the area and it is suggested will be larger than the original house.     035    Highways Matters       Members identified various locations around the parish that were in need of attention from Wiltshire Councils Parish Steward scheme.  These will be passed to the Parish Stewards by Cllr Bourton.       Discussion held about parking in Chapel Lane.  It would be very difficult for an Ambulance or Fire Engine to travel along this lane in an emergency due to inconsiderate parking.  During term time cars also park inconsiderately along the main road when dropping children off or picking them up from school.              It was decided that no formal requests should be made to Wiltshire Council at this time, but for everyone to be aware of the difficulties and encourage community mindedness.   CAT-G :  Cllr Stubbings reported on her recent attendance; where it was confirmed white lines and signs will not be replaced unless there is a Health & Safety issue.  The previously agreed sign for Pye Lane will be in position by the end of October.   Issue 4567 : A resident has raised concerns with Wiltshire Council about speeding through the village.  This issue has been referred back to the Parish Council for its views on this matter.  At present the next step to encourage cars to slow down is to build out part of the carriageway at each end of the village; thus making a short length single track.  These areas would give the appearance of a more urban street scene, also require Street lighting for safety.  The cost of this to Wiltshire Council would be in the region of £20,000, with the Parish Council contributing 25% of this amount.  If this option is considered appropriate by the Parish Council the Highways Engineer will draw up detailed plans, at which point the exact costs will be known.             Alternative options for reducing speed should also be re-visited.  Although the CAT-G no longer provides Speed Indicator Devices (SIDs) some parishes have purchased their own and it may be possible to work together using a device part time, or for this Council to purchase one of its own and use it permanently.  Re-starting the Community Speed Watch was also considered as an option in the short term.        RESOLVED that Councillors will discuss these options informally with residents before making a final decision, and Cllr Stubbings will report back to the CAT-G that the PC are considering all options at the moment.    036    Finance     Members asked if a Defibrillator could be purchased with money from the Good Energy Fund.  This will be investigated and reported back to a future meeting.      037    NEW-V Neighbourhood Plan     A NEW-V Steering Group meeting was held on 17th August in Tockenham.  Purton are progressing with their new Area Designation, it is understood Lyneham & Bradenstoke have received an objection to their designation and that Lydiard Tregoz and Lydiard Millicent have yet to submit their new designations.  The NEW-V project can not continue until these parishes have applied for new designations.       A strategy for the next consultations, consideration to an informal poll, and the NEW-V website were also reported on.  The next meeting will be held on 4th October 2016.   038    Housing Survey     Questionnaires have yet to be analysed.  Results will be brought to a future meeting.      039    Village Newsletter     The Chairman will write an article for this months Newsletter.   040    Councillors Observations and Items for Next Meeting     Members observations included: A Thank you to Cllr Hinson for his work on producing the Housing Questionnaires and arranging delivery The Parish Information Sheet needs updating; Cllr Mollie Groom was absent.   020    Apologies for Absence     Apologies were received from Cllrs Jason Bayliffe, Simon Billis and Matt Nailon.   021    Declarations of Interest     There were no declarations of interest in items on this agenda.   022    Minutes     The minutes of the meeting held on Monday 11th July 2016 were adopted by the Council, after the spellings of Cllrs Ray Bourton and Veronica Stubbings were corrected, and duly signed by the Chairman.   023    Planning The Council noted the following Planning Decisions made by Wiltshire Council since the last meeting.   There were no decisions made this month affecting Broad Town   The Council considered the following Planning Applications received from Wiltshire Council since the last meeting.   16/06810/PNCOU Land at Thornhill, Royal Wootton Bassett Notification for prior approval under class P - change of use of building from storage/distribution to dwelling   This application was for noting only.  Parish Councils are not asked to comment for Prior Notifications on Change of Use.       16/06549/FUL The Cow Byre, Broad Town Road, Broad Town Erection of American Barn and change of use of land to equestrian use.   There were NO OBJECTIONS to this Planning Application.   16/06966/FUL Pantywick 101 Broad Town To erect an agricultural store   There were NO OBJECTIONS to this Planning Application.   024    Highways Matters     Cllr Ray Bourton and the Clerk will send details of work needing to be carried out by Wiltshire Council Parish Stewards after visiting various areas around the parish.   025    Finance     There was no activity on the Bank Accounts this month.  Members asked if money from the Good Energy fund could be used against the Neighbourhood Plan.  The Clerk will investigate.       026    NEW-V Neighbourhood Plan     A verbal update was given on the recent meeting held in Tockenham.   Legal position concerning changes to NEW-V is still being investigated by the Wiltshire Council solicitors; as part of those changes the Steering Group has requested each Parish to nominate a third representative.         Once the Housing Survey has been analysed amendments can be made to the Broad Town Chapter prior to an informal consultation with residents.  Tockenham Parish Council is well advanced in planning its consultation.  It is suggested Broad Town use much the same format; with distribution and collection being the same as for the Housing Survey.         The next meeting of the NEW-V Neighbourhood Plan Group will take place on 17th August 2016.       RESOLVED to appoint Cllr Stuart Hinson as the third Broad Town representative.    027    Housing Survey     A draft of this questionnaire has been seen by all members, comments made accordingly, and has now been agreed.   Two copies of the questionnaire will be delivered to each residence in the Parish; additional copies, for other adults in the residence, can be obtained from Parish Councillors.  All questionnaires (with a serial number) will be delivered week commencing 15th August with a return date of 31st August.  It is hoped results will be available for the September meeting.       RESOLVED to approve a budget of £200 for this part of the Neighbourhood Plan, with collation of results being carried out by Mrs Stevie Palmer and Cllr Diane Kirby (Tockenham PC), who have analysed other surveys for NEW-V.      028    Village Newsletter     The Chairman will write this months article in the Newsletter; to include mention of the Good Energy Fund, Parish Steward Scheme and Housing Survey.   029    Councillors Observations and Items for Next Meeting     Network Rail are aiming to open the bridge on the Broad Town Road in October.  They will be happy to address Councillors at their next meeting.       The next meeting of Broad Town Parish Council is scheduled for Monday 12th September 2016, at 6.30pm in Broad Town Village Hall.   The meeting closed at 7.40pm.   ……………………….. The Parish Council is asked to specifically consider issue 4567 submitted by a resident of the Parish. The issue concerns speeding through the village, requesting that “something is done to stop it” Highways engineers are now suggesting road alterations, where build-outs would be installed at each end of the village. This would need permanent lighting and a 25% contribution of the £20,000 installation costs. Further details of the issue can be viewed not he Wiltshire Council website. There were no Planning Applications for consideration this month. 015    Highways Matters     An update on the new Parish Steward scheme being operated by Wiltshire Council was given.  Under the new scheme there should be one point of contact for each Parish, Cllr Ray Broughton will be the contact for Broad Town Parish Council.  He will submit a list of “things that need to be done” on a regular basis; any job that is suitable for the parish steward to carry out should be sent to Cllr Broughton.     There has been no update from Network Rail regarding the continued closure of the bridge in Royal Wootton Bassett.  Members asked for an update to be brought to the next meeting. 016    Finance     There was no activity on the Bank Accounts this month.     017    NEW-V Neighbourhood Plan A verbal update was given on the recent meeting held in Tockenham on Tuesday 21st June 2016.  It was noted that Lydiard Millicent PC Rep attended on that date to confirm they wished to remain a part of the NEW-V Group.  This will cause a slight delay, whilst the legalities are researched. Housing Needs Questionnaire:  A draft of this questionnaire has been seen by all members, comments made accordingly, and has now been agreed.  Discussion was held on how the results will be collected and collated.  Members wished for this to be carried out by people within the village rather than asking other members of the NEW-V group to help.     Posting boxes will be placed on the Parish Noticeboards and, with the Committees approval, in the Village Hall.     Two copies of the questionnaire will be delivered to each residence in the Parish; additional copies, for other adults in the residence, can be obtained from Parish Councillors.  All questionnaires will have a serial number.     It was hoped that the Broad Town CLPG would help with this task and so encourage partnership working again.
