066&amp;nbsp;&amp;nbsp; &amp;nbsp;NEW-V Neighbourhood Plan Area Designations

&amp;nbsp;&amp;nbsp; &amp;nbsp;Following a number of changes to the membership of the North East Wiltshire Villages (NEW-V) Neighbourhood Plan, Wiltshire Council have requested that each Parish Council involved considers a specifically worded resolution. &amp;nbsp;

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;Mrs Vicky Burvill, Spatial Planning Officer, Wiltshire Council attended the meeting to answer any questions members had concerning the resolution.

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;RESOLVED that Broad Town Parish Council consent to the modification of the North East Wiltshire Villages (NEW-V) neighbourhood area as originally designated on 14th May 2013 reflecting the application submitted by Purton Parish Council to designate Purton Parish as a neighbourhood area.&amp;nbsp; The modified NEW-V neighbourhood area is shown on the accompanying Plan A and would consist of the parishes of Broad Town, Clyffe Pypard, Lydiard Millicent, Lydiard Tregoz, Lyneham &amp;amp; Bradenstoke and Tockenham.

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;FURTHER RESOLVED, in addition to the above and in the event that the above modification is approved by Wiltshire Council; Broad Town Parish Council will consent to the further modification of the North East Wiltshire Villages (NEW-V)&amp;nbsp; neighbourhood area as shown on the accompanying Plan B that would consist of the parishes of&amp;nbsp; Broad Town, Clyffe Pypard, Lydiard Millicent, Lydiard Tregoz and Tockenham, reflecting the application submitted by Lyneham &amp;amp; Bradenstoke Parish Council to designated Lyneham &amp;amp; Bradenstoke Parish as a neighbourhood area.

067&amp;nbsp;&amp;nbsp; &amp;nbsp;Future NEW-V Neighbourhood Plan Area Designations

&amp;nbsp; &amp;nbsp;&amp;nbsp; &amp;nbsp;Whilst minute 066 above allows for both Purton and Lyneham &amp;amp; Bradenstoke to remove themselves fro the group it does not allow for the removal of Lydiard Tregoz or Lydiard Millicent.&amp;nbsp; Spatial Planners at Wiltshire Council have advised that further resolutions will be needed in the next month or so and have requested that an individual councillor be given authority to agree these changes.

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;The Clerk advised that individual Councillors, including the Chairman, do not have authority to make decisions on behalf of the Council (LGA 1972 s 101) but it can delegate authority to a committee, sub-committee, or an Officer of the Council.&amp;nbsp; At present Broad Town Parish Council has not delegated any authority to its Proper Officer and decisions must be made at Full Council meetings.

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;RESOLVED to delegate authority to the Clerk, in consultation with the Parish Councillor representative on the NEW-V group, to agree any future area designation requests in accordance with Council policy and previous resolutions made in April 2016 and June 2016.&amp;nbsp; The Clerk will inform the Council of any decisions made at the earliest opportunity.

056&amp;nbsp;&amp;nbsp; &amp;nbsp;Training / Conference Fees

&amp;nbsp;&amp;nbsp; &amp;nbsp;The Clerk recently attended the Society of Local Council Clerks (SLCC) Annual National Conference.&amp;nbsp; This three day event, held in Leicestershire cost &amp;pound;264.00 which the Clerk financed personally.&amp;nbsp; It was suggested by Lydiard Millicent Parish Council that the fee should be split as follows:

&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp;Lydiard Millicent&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;pound;132.00

&amp;nbsp;&amp;nbsp; &amp;nbsp;RESOLVED to defer this matter to a later date when finances can be looked at more closely.

057&amp;nbsp;&amp;nbsp; &amp;nbsp;Finance

&amp;nbsp;&amp;nbsp; &amp;nbsp;RESOLVED to authorise payment of the following accounts:

&amp;nbsp;&amp;nbsp; &amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;It was confirmed that all cheques must be signed by two Councillors.&amp;nbsp; Current Cheque Signatories for the bank account are:&amp;nbsp; Cllrs Simon Billis, Ray Bourton, Veronica Stubbings.

&amp;nbsp;

058&amp;nbsp;&amp;nbsp; &amp;nbsp;Highways Matters

&amp;nbsp;&amp;nbsp; &amp;nbsp;Grips still awaiting attention from the Parish Steward;&amp;nbsp; a new name sign is needed at the North end of the village, these will be reported to Wiltshire Council.

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;Discussion held about safe driving through the village.&amp;nbsp; Wiltshire Council advise that safety will be enhanced with some form of traffic management but residents do not wish for any Street Lighting to be placed around the village, which may be needed for some types of traffic management.&amp;nbsp; The first step is for a Wiltshire Council Highway Engineer to carry out a survey of the area, to analyse which scheme would be best suited.&amp;nbsp; It is thought &amp;ldquo;build outs&amp;rdquo; will be most suitable as they do not require overhead lighting and have been successful in nearby parishes.

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;RESOLVED that Cllr Stubbings report back to the CAT-G that Broad Town Parish Council would support a survey being carried out.&amp;nbsp; It is understood the Parish Council will be required to pay 25% of the cost of this project.&amp;nbsp; A decision can not be made on advancing the project until full costs are known.

&amp;nbsp; &amp;nbsp;

059&amp;nbsp;&amp;nbsp; &amp;nbsp;NEW-V Neighbourhood Plan

&amp;nbsp;&amp;nbsp; &amp;nbsp;Wiltshire Council had requested that another, specifically worded, resolution be made allowing some parishes to leave the NEW-V group.&amp;nbsp; Members requested more time to compare the wording of the original resolution, made in July, to the one now be requested.

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;RESOLVED to defer this decision to a later date.&amp;nbsp; If this decision is required urgently, an Extra-Ordinary meeting will be called by the Chairman.&amp;nbsp; Members wished it noted that this deferment does not affect their commitment to the NEW-V Neighbourhood Plan, which they fully support.&amp;nbsp;

060&amp;nbsp;&amp;nbsp; &amp;nbsp;Housing Survey Results

&amp;nbsp;&amp;nbsp; &amp;nbsp;Answers from the recent Housing Survey have been collated, Cllr Billis read out a statement questioning the validity of the survey.&amp;nbsp; No other Councillor held this view, and general discussion took place, as to background of survey and the initial results.&amp;nbsp; The previous evidence collected for the NEW-V Neighbourhood Plan in the same way has been deemed robust enough by Wiltshire Council. &amp;nbsp;

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;RESOLVED that due to the heated debate, there was not enough time to look at the results in a meaningful way.&amp;nbsp; This will be carried out at a later date by members of the Parish Council and the results will be published on the Broad Town Village website when they are adopted by the Council.

&amp;nbsp;

061&amp;nbsp;&amp;nbsp; &amp;nbsp;Relationship with the Community Led Planning Group (CLPG)

&amp;nbsp; &amp;nbsp;&amp;nbsp; &amp;nbsp;The CLPG was originally set up to help the Parish Council gather information for the Community Area Neighbourhood Plan.&amp;nbsp; This Plan is a pilot set up by Wiltshire Council at the request of the Department for Communities and Local Government.&amp;nbsp; Increasingly the CLPG have become more difficult to work with; this manifests itself in constant mistrust from both sides.

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;Discussions included :


 Is the CLPG interested in a Neighbourhood Plan
 Does the CLPG have the support of&amp;nbsp; residents
 Will the Housing Survey be accepted
 Work of Lorraine Billis was noted.&amp;nbsp; She has worked tirelessly for the NEW-V project, and Councillors thanked her for this dedication.
 Concern that CLPG are causing a split in the village - Cllr Billis confirmed that No member of the Parish Council is allowed to attend the CLPG meeting and speak, even though they are residents of the Parish.&amp;nbsp; They can request to sit as an observer. &amp;nbsp;
 Cllr Billis attends CLPG meetings regularly and speaks, others are not allowed despite also being residents.
 Is the CLPG still needed within the Parish, or is there a need for movement in a different direction


&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;RESOLVED that the Clerk write to the CLPG requesting answers to two questions:


 Does the CLPG commit to the NEW-V process
 Will the CLPG accept the findings of the Housing Survey, and support the Parish Council in this process?


&amp;nbsp;&amp;nbsp; &amp;nbsp;The Clerk should request written statements from the CLPG committee regarding the above questions and for the response to go forward to the Council meeting in December.

&amp;nbsp;&amp;nbsp; &amp;nbsp;Cllr Simon Billis will write an article for this months Newsletter.

063&amp;nbsp;&amp;nbsp; &amp;nbsp;Councillors Observations and Items for Next Meeting

&amp;nbsp;&amp;nbsp; &amp;nbsp;It was noted that the grass around the edge of the Play Area needs cutting.&amp;nbsp; The Clerk was asked to investigate the finances for the Play Area, concern has been raised that s106 monies have been used to pay VAT. &amp;nbsp;

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;CSW:&amp;nbsp; Speed Indicator Devices can be used to collect data as well as a useful tool to show drivers their speed.&amp;nbsp; Wiltshire Council no longer use these devices, they can be purchased at approximately &amp;pound;1,400 or they can be hired on a weekly basis.&amp;nbsp; This equipment may be useful for monitoring speed on the main road before and after any traffic management programme is commenced. &amp;nbsp;

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;It was suggested that due to the recent very negative and destructive e-mails sent to some Councillors that all correspondence should be addressed to the Clerk and can then be forwarded to all Councillors.&amp;nbsp; In this way making sure that everyone is given the same information and not left out of any discussions.&amp;nbsp; The e-mail address of the clerk to the Council is:&amp;nbsp; clerk.BroadTown@gmail.com.

 Parish Newsletter


The Parish Council usually makes an annual contribution to the Newsletter.&amp;nbsp; This supports the Newsletter whilst allowing the Council a method of communicating with residents.

The Council is asked how much it wishes to contribute for this financial year.

&amp;nbsp;


 Community Led Planning Group (CLPG)



 Support for the Parish Council


At the Parish Councils instruction the Clerk requested that the CLPG write confirming their support of the Parish Council and its support in drafting the NEW-V Neighbourhood Plan.&amp;nbsp; The CLPG response is attached.

&amp;nbsp;

The Council is asked how it wishes to proceed.

&amp;nbsp;


 Help with costs for meeting room hire


Whilst attending a meeting of the CLPG the Clerk was asked if the Parish Council would be able to make a donation in order that the group can pay for the hire of the Village Hall for their monthly meetings.

&amp;nbsp;

Whilst it is usual practise for Parish Councils to have a dedicated form for requests such as these it is understood there are no forms for this Council at the present time.&amp;nbsp; The Council is asked if it can justify this donation, and if so, how much it wishes to contribute.

&amp;nbsp;


 Finance


The Council is asked to authorise the accounts for payment contained in the Finance Report for November; which will be sent prior to the meeting.&amp;nbsp; Cheques will be signed for these accounts after the meeting.

&amp;nbsp;


 Annual Estimates of Income and Expenditure


Each year Parish Councils must consider what it wishes to be done in the following financial year.&amp;nbsp; A draft budget has been prepared by reference to what the Council spent during 2015/16 and its projected spend to the end of this financial year.

&amp;nbsp;

The Council is asked to discuss the proposed draft budget for the next financial year (2017/18) in readiness for its adoption at the January meeting.

 Communications


The Council is asked if it wishes any decisions from this meeting to be sent to Broad Town News.&amp;nbsp; A Parish Councillor should be nominated to write any necessary article ready for submission.

MINUTES of the meeting of Broad Town Parish Council held on Monday 12th September 2016 in Broad Town Village Hall starting at 6.30pm.

Public Question Time

Members of the public raised several points concerning Council administration, which has changed slightly with the new clerk.

&amp;nbsp;

There was concern the Post Box at Cotmarsh is a Health and Safety hazard.&amp;nbsp; There will be a &amp;ldquo;drop in session&amp;rdquo; at the Lime Kiln Leisure Centre to view the latest updates from Network Rail on 27th September, 4.30pm to 7.30pm.&amp;nbsp; It is hoped the Broad Town Road into Royal Wootton Bassett will be opened on 21st October and the Skew Bridges, from Royal Wootton Bassett to Lyneham will be closed from 24th October 2016.

&amp;nbsp;

There was no Wiltshire Council report, Wilts. Cllr Mollie Groom was absent.

Amendment to Planning Permission 15/09474/FUL to allow for redesign of approved barn unit.

&amp;nbsp;

This site is already registered with the Enforcement Officer, due to changes from the original permission.

&amp;nbsp;

RESOLVED to send objections to the Planning Department on the following points:&amp;nbsp; The building being erected now is not what was agreed; it is far larger than originally requested.&amp;nbsp; Due to this increase in size it is likely to be a conspicuous building too close to the road.&amp;nbsp; It is not in keeping with the area and it is suggested will be larger than the original house.

&amp;nbsp;

&amp;nbsp;

035&amp;nbsp;&amp;nbsp; &amp;nbsp;Highways Matters


 &amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp; Members identified various locations around the parish that were in need of attention from Wiltshire Councils Parish Steward scheme.&amp;nbsp; These will be passed to the Parish Stewards by Cllr Bourton.


&amp;nbsp;


 &amp;nbsp; &amp;nbsp; Discussion held about parking in Chapel Lane.&amp;nbsp; It would be very difficult for an Ambulance or Fire Engine to travel along this lane in an emergency due to inconsiderate parking.&amp;nbsp; During term time cars also park inconsiderately along the main road when dropping children off or picking them up from school.


&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;It was decided that no formal requests should be made to Wiltshire Council at this time, but for everyone to be aware of the difficulties and encourage community mindedness.

&amp;nbsp;


 CAT-G :&amp;nbsp; Cllr Stubbings reported on her recent attendance; where it was confirmed white lines and signs will not be replaced unless there is a Health &amp;amp; Safety issue.&amp;nbsp; The previously agreed sign for Pye Lane will be in position by the end of October.


&amp;nbsp;


 Issue 4567 : A resident has raised concerns with Wiltshire Council about speeding through the village.&amp;nbsp; This issue has been referred back to the Parish Council for its views on this matter.&amp;nbsp; At present the next step to encourage cars to slow down is to build out part of the carriageway at each end of the village; thus making a short length single track.&amp;nbsp; These areas would give the appearance of a more urban street scene, also require Street lighting for safety.&amp;nbsp; The cost of this to Wiltshire Council would be in the region of &amp;pound;20,000, with the Parish Council contributing 25% of this amount.&amp;nbsp; If this option is considered appropriate by the Parish Council the Highways Engineer will draw up detailed plans, at which point the exact costs will be known.


&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp; Alternative options for reducing speed should also be re-visited.&amp;nbsp; Although the CAT-G no longer provides Speed Indicator Devices (SIDs) some parishes have purchased their own and it may be possible to work together using a device part time, or for this Council to purchase one of its own and use it permanently.&amp;nbsp; Re-starting the Community Speed Watch was also considered as an option in the short term.

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp; RESOLVED that Councillors will discuss these options informally with residents before making a final decision, and Cllr Stubbings will report back to the CAT-G that the PC are considering all options at the moment.&amp;nbsp;

&amp;nbsp;

036&amp;nbsp;&amp;nbsp; &amp;nbsp;Finance

&amp;nbsp;&amp;nbsp; &amp;nbsp;Members asked if a Defibrillator could be purchased with money from the Good Energy Fund.&amp;nbsp; This will be investigated and reported back to a future meeting.

&amp;nbsp;&amp;nbsp; &amp;nbsp;

037&amp;nbsp;&amp;nbsp; &amp;nbsp;NEW-V Neighbourhood Plan

&amp;nbsp;&amp;nbsp; &amp;nbsp;A NEW-V Steering Group meeting was held on 17th August in Tockenham.&amp;nbsp; Purton are progressing with their new Area Designation, it is understood Lyneham &amp;amp; Bradenstoke have received an objection to their designation and that Lydiard Tregoz and Lydiard Millicent have yet to submit their new designations.&amp;nbsp; The NEW-V project can not continue until these parishes have applied for new designations.

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;A strategy for the next consultations, consideration to an informal poll, and the NEW-V website were also reported on.&amp;nbsp; The next meeting will be held on 4th October 2016.

038&amp;nbsp;&amp;nbsp; &amp;nbsp;Housing Survey

&amp;nbsp;&amp;nbsp; &amp;nbsp;Questionnaires have yet to be analysed.&amp;nbsp; Results will be brought to a future meeting.

 A reminder that the white horse needs cleaning regularly, although at the moment it is clean.

026&amp;nbsp;&amp;nbsp; &amp;nbsp;NEW-V Neighbourhood Plan

&amp;nbsp;&amp;nbsp; &amp;nbsp;A verbal update was given on the recent meeting held in Tockenham. &amp;nbsp; Legal position concerning changes to NEW-V is still being investigated by the Wiltshire Council solicitors; as part of those changes the Steering Group has requested each Parish to nominate a third representative. &amp;nbsp;

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;Once the Housing Survey has been analysed amendments can be made to the Broad Town Chapter prior to an informal consultation with residents.&amp;nbsp; Tockenham Parish Council is well advanced in planning its consultation.&amp;nbsp; It is suggested Broad Town use much the same format; with distribution and collection being the same as for the Housing Survey. &amp;nbsp;

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;The next meeting of the NEW-V Neighbourhood Plan Group will take place on 17th August 2016.

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;RESOLVED to appoint Cllr Stuart Hinson as the third Broad Town representative.&amp;nbsp;

&amp;nbsp;

027&amp;nbsp;&amp;nbsp; &amp;nbsp;Housing Survey

&amp;nbsp;&amp;nbsp; &amp;nbsp;A draft of this questionnaire has been seen by all members, comments made accordingly, and has now been agreed. &amp;nbsp; Two copies of the questionnaire will be delivered to each residence in the Parish; additional copies, for other adults in the residence, can be obtained from Parish Councillors.&amp;nbsp; All questionnaires (with a serial number) will be delivered week commencing 15th August with a return date of 31st August.&amp;nbsp; It is hoped results will be available for the September meeting.

&amp;nbsp;

&amp;nbsp;&amp;nbsp; &amp;nbsp;RESOLVED to approve a budget of &amp;pound;200 for this part of the Neighbourhood Plan, with collation of results being carried out by Mrs Stevie Palmer and Cllr Diane Kirby (Tockenham PC), who have analysed other surveys for NEW-V.

Public Question Time &amp;ndash; an opportunity for members of the public to address the

Parish Council on any Council matter before the meeting commences. (Limited to 10

minutes) Every effort will be made to give accurate answers to all questions, but in

some cases further research may be necessary when an answer will be given by the

Chairman as soon as is possible.

To include an update from Network Rail as to progress on the bridges in Royal

Wootton Bassett, and possible dates for re-opening the road into Wootton Bassett from

Broad Town.

information from Councillor Mollie Groom.

with the Councils Code of Conduct as adopted July 2011.

3. Minutes: To confirm and sign as a true record Minutes of the Parish Council

Meeting held on Monday 6th August 2016.

4. Clerks Report: The Clerk will give a report on progress and any meetings

attended on behalf of the Council.

5. Planning Matters:

a. The Council is asked to note the following Planning Decisions made by

Wiltshire Council.

&amp;bull; The Planning Department database was unavailable at the time of

writing this Agenda.

b. The Council is asked to consider the following Planning Applications

submitted to Wiltshire Council since the last meeting.

&amp;bull; The Planning Department database was unavailable at the time of

5 Highway Matters

a. An opportunity for members to identify areas around the parish that need

attention from the Parish Steward.

b. Wiltshire Council has written to Parish Councils in the North of the

County advising that they will be undertaking consultations on parking

restrictions. Any Parish Council that wishes to be considered for parking

restrictions should reply as soon as possible.

c. A verbal update from Cllr Veronica Stubbings on the recent CAT-G

meeting.

d. The Parish Council is asked to specifically consider issue 4567 submitted

by a resident of the Parish. The issue concerns speeding through the

village, requesting that &amp;ldquo;something is done to stop it&amp;rdquo; Highways engineers

are now suggesting road alterations, where build-outs would be installed at

each end of the village. This would need permanent lighting and a 25%

contribution of the &amp;pound;20,000 installation costs. Further details of the issue

can be viewed not he Wiltshire Council website.

Members will be asked if they wish to proceed with this project.

6 Finance:

&amp;bull; To note receipts since the last meeting

&amp;bull; To approve all payment requests since the last meeting

&amp;bull; To note the current Bank Balances

&amp;bull; To note available monies in the Good Energy Fund.

7 NEW-V Neighbourhood Plan

Verbal Update on progress of the North East Wiltshire Villages (NEW-V)

Neighbourhood Plan since the departure of Lydiard Tregoz from the group.

8 Housing Survey

The Questionnaires have been distributed to all households in the parish.

Results are currently being analysed. Once the results are available they will be

forwarded to all Parish Councillors.

8 Village Newsletter

The Council is asked to discuss content for the Parish Newsletter and to

nominate a member to write up the report.

9 Councillors Observations and Items for Next Meeting

The next meeting of Broad Town Parish Council is scheduled for Monday 10th

October 2016, at 6.30pm in Broad Town Village Hall.

    <description>Draft MINUTES of the meeting of Broad Town Parish Council held on Monday 11th July 2016 in Broad Town Village Hall starting at 6.30pm.

PRESENT:&amp;nbsp;&amp;nbsp; &amp;nbsp;Cllrs Simon Billis, Ray Bourton, Stuart Hinson (chairman),&amp;nbsp;Veronica Stubbings.&amp;nbsp; Mrs Deborah Bourne (clerk)

Also Present:&amp;nbsp;&amp;nbsp; &amp;nbsp;2 members of the public.

Public Question Time

A cheque for &amp;pound;695.00 was given to the Clerk to be paid into the Good Energy Fund; this was the remainder of the grant previously given and not needed.&amp;nbsp; It was suggested that further events would be planned when the committee meets in September.&amp;nbsp; A Village Litter Pick has been suggested as the next community project.

A written report was received from Wilts. Cllr Mollie Groom in her absence.&amp;nbsp; This had been e-mailed to all Councillors prior to the meeting.

011&amp;nbsp;&amp;nbsp; &amp;nbsp;Apologies for Absence

&amp;nbsp;&amp;nbsp; &amp;nbsp;Apologies were received from Cllrs Jason Bayliffe, Matt Nailon and Donna Ponting.

012&amp;nbsp;&amp;nbsp; &amp;nbsp;Declarations of Interest

&amp;nbsp;&amp;nbsp; &amp;nbsp;There were no declarations of interest in items on this agenda.

&amp;nbsp;&amp;nbsp; &amp;nbsp;The minutes of the meeting held on Monday 13th June 2016 were adopted by the Council and duly signed by the Chairman.

 The Council considered the following Planning Applications received from Wiltshire Council since the last meeting.


There were no Planning Applications for consideration this month.

015&amp;nbsp;&amp;nbsp; &amp;nbsp;Highways Matters

&amp;nbsp;&amp;nbsp; &amp;nbsp;An update on the new Parish Steward scheme being operated by Wiltshire Council was given.&amp;nbsp; Under the new scheme there should be one point of contact for each Parish, Cllr Ray Broughton will be the contact for Broad Town Parish Council.&amp;nbsp; He will submit a list of &amp;ldquo;things that need to be done&amp;rdquo; on a regular basis; any job that is suitable for the parish steward to carry out should be sent to Cllr Broughton.

&amp;nbsp;&amp;nbsp; &amp;nbsp;There has been no update from Network Rail regarding the continued closure of the bridge in Royal Wootton Bassett.&amp;nbsp; Members asked for an update to be brought to the next meeting.

016&amp;nbsp;&amp;nbsp; &amp;nbsp;Finance

&amp;nbsp;&amp;nbsp; &amp;nbsp;There was no activity on the Bank Accounts this month.

&amp;nbsp;&amp;nbsp; &amp;nbsp;017&amp;nbsp;&amp;nbsp; &amp;nbsp;NEW-V Neighbourhood Plan


 A verbal update was given on the recent meeting held in Tockenham on Tuesday 21st June 2016.&amp;nbsp; It was noted that Lydiard Millicent PC Rep attended on that date to confirm they wished to remain a part of the NEW-V Group.&amp;nbsp; This will cause a slight delay, whilst the legalities are researched.



 Housing Needs Questionnaire:&amp;nbsp; A draft of this questionnaire has been seen by all members, comments made accordingly, and has now been agreed.&amp;nbsp; Discussion was held on how the results will be collected and collated.&amp;nbsp; Members wished for this to be carried out by people within the village rather than asking other members of the NEW-V group to help.


&amp;nbsp;&amp;nbsp; &amp;nbsp;Posting boxes will be placed on the Parish Noticeboards and, with the Committees approval, in the Village Hall.

&amp;nbsp;&amp;nbsp; &amp;nbsp;Two copies of the questionnaire will be delivered to each residence in the Parish; additional copies, for other adults in the residence, can be obtained from Parish Councillors.&amp;nbsp; All questionnaires will have a serial number.

&amp;nbsp;&amp;nbsp; &amp;nbsp;It was hoped that the Broad Town CLPG would help with this task and so encourage partnership working again.


 Future of Broad Town within NEW-V Neighbourhood Planning Group:&amp;nbsp; Members discussed whether the depleted NEW-V Group would continue to a successful conclusion.&amp;nbsp;


&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp;Cllr Simon Billis requested a recorded vote on the proposal:

&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;ldquo;To stay within the NEW-V Neighbourhood Plan Group as now set out including Tockenham, Clyffe Pypard &amp;amp; Bushton and Broad Town; progressing as quickly as possible to a favourable outcome.&amp;rdquo;

018&amp;nbsp;&amp;nbsp; &amp;nbsp;Village Newsletter

&amp;nbsp;&amp;nbsp; &amp;nbsp;Cllr Billis will write a report for the village newsletter, including planning decisions issued by Wiltshire Council.&amp;nbsp; Contact details of the new Clerk will also be published.

019&amp;nbsp;&amp;nbsp; &amp;nbsp;Councillors Observations and Items for Next Meeting

&amp;nbsp;&amp;nbsp; &amp;nbsp;A group of youngsters will be cleaning the White Horse during August, as part of their Duke of Edinburgh Award Scheme.

&amp;nbsp;&amp;nbsp; &amp;nbsp;The next meeting of Broad Town Parish Council is scheduled for Monday 8th August 2016, at 6.30pm in Broad Town Village Hall.

The meeting closed at 7.46pm.

&amp;nbsp;&amp;nbsp; &amp;nbsp;Once the draft has been agreed the Council will be asked to set dates for the forms to be distributed and to consider a timescale for collating all the results. &amp;nbsp;
